FYI- You cannot READ the value of a CV in OPS mode programming / POM - programming on the main. The manufacturer ID is for the locomotive decoder you are programming and has nothing to do with what system you are using. The manufacturer ID is the value of CV8. Example: CV8=11 means the decoder was made by NCE. Other decoder manufacturers will have a different value for CV8. see the document attached to this article for a full list of values CV8 that will help you determine who makes your decoder. The procedure for changing a CV on an NCE system is relatively straightforward.
Most decoders can be reset by setting CV8 to 8 or setting CV30 to 2 then rebooting everything. The loco should then respond to the short address of 3.

For the Power Cab:
Remove ALL locos except the one you are working on.
- Press the prog/esc key 4 times. Look for “use program trk”.
- Press enter
- Press 2 for CV. The display will read prog CV num. Enter the CV you wish to change, press enter
- The Power Cab will access the decoder and display the current value of that CV.
- If you get a message that says "Cannot Read CV," stop for now and read this: https://ncedcc.zendesk.com/hc/en-us/articles/202353705-Cannot-Read-CV
- write the current value of the CV down in case you need to reverse your changes.
- If you do not wish to change the CV, press enter and then prog /esc to exit and get back to the main loco screen. "LOC"
- If you want to change the value of the CV, enter it on the keypad now. If you make a mistake, reenter the number.
- Press enter when you are done. Then press the prog /esc key to exit back to a normal loco running screen.
FYI - some decoders require a "reboot" or remove and restore power for the change to take effect

For the 5-amp PH-PRO, Powerhouse, and CS02:
To do this you will need to use the program track output on the right side of the command station. Hook that up to a small piece of track. Put the loco on the track.
On a Pro Cab press program/escape (PROG/ESC) 4 times. The cab will say “use program trk”.
Press enter.
On the next screen press 2 for CV.
Enter the CV you wish to read back or change, press enter
The command station will access the decoder and display the current value of that CV.
write the current value of the CV down in case you need to reverse your changes.
