Slow speeds of European Locomotives

US NMRA DCC systems do not alter loco speeds without the operator's intervention. They are not "aware" of what locomotive is on the track or what it is doing. Your issue is a locomotive setting regarding automatic electrical load compensation. That might be a locomotive CV setting such as back EMF, momentum, or torque compensation.

Here's additional information: European DCC locomotive and equipment manufacturers favor a higher track voltage than the US NMRA DCC standards. US equipment is designed for 14v DCC track voltage, while many European manufacturers prefer to use 16v or 18v. You can use a higher voltage power supply if you like. However, the maximum wattage (volts x amps) cannot exceed 35w without causing heat issues. The Power Cab will only use the required wattage, so you will unlikely run into heat issues unless you run many locomotives simultaneously.
